MountainWest Summer League Rules

 

  1. While batting and running bases, everyone must wear a helmet with ear
    flaps.
  2.  Batting practice at the game sites will be permitted at designated batting cage areas only, (as set up by the home club).
  3. Slide rule: If there is a defensive play at any base or the plate, the runner must
    slide.  Exception: In the umpire’s judgment, if the defensive player is blocking
    the base without the ball or at the moment of the play the runner is too far away from the base for the runner to reach with a slide.
  4. There is a ten run rule that will be enforced after the trailing team has had their fifth at bat.
  5. Anyone involved in a fight may be suspended for the season, depending on the nature of their involvement. If the umpire can determine who started it, that person is gone for the year. If it was determined that the player was protecting himself, the proper action will be taken after consideration by the league.
  6. Absolutely no abuse of umpires will be permitted: Suspensions are mandatory and will be between one game for a minor infraction, up to life for actual physical abuse, will be enforced against that coach or player.
  7. The league will play by official high school rules.
  8. This league is for the players, not the coaches, parents, or umpires.
    Any attitudes that conflict with this philosophy are not to control any decision.
  9. Protests must be made in writing within 24 hours of the completion of the game being protested. Umpires need to be told of the protest before the next pitch.  A fee of $100 in cash (refunded if protest is upheld) must accompany the
    protest.  All decisions of the protest committee will be final. The $100 in cash on all denied protests will be donated to the travel fund.
  10. The Arbiter is Rodney Hall 561-1700. Contact should be made with Rodney as soon as possible on all unplayable fields. If you are the home team and do not contact Rodney by 10:00 am, you pay the umpire’s cancellation fees. Re-scheduled games need to be played at the earliest available date to keep the league from backing up at the end.
  11. Game scores must be e-mailed to kent@utahbaseballacademy.com by the
    winning manager before 12:00 am the morning following the game.
  12. If any game is suspended before it becomes an official game (4 1/2 or 5 innings), play will resume at the point of suspension. This applies to darkness, rain, light failure, sprinklers, lightening, etc.
  13. All teams must e-mail their rosters for tournament and league play.
  14. Roster Rule:  All players must be on the roster.
  15. Pitching rule 12 innings, every 72 hours.
  16. You may hit ten or more players in your lineup and it is free defensive substitution for anyone who has a spot in the batting order. Once you determine the number of hitters in your lineup, it must stay the same for the entire game.  Coaches may agree to alter this rule on a game-by-game basis only.  Generally the only reason for a coach to consider an agreement would be illness or injury of a player during a game.  
  17. Fees : All teams must be current on league fees and tournament fees in order to participate. All individual players must also be current on all team fees
    and former team fees, if the player transferred, to be eligible to participate.  The League must be paid with one check not multiple checks from the players.
  18. There is a $100 forfeit fee that will go into the travel fund.
  19. In all tournaments the home team will be in the 3rd base dugout, no exceptions, even if it is your field.
  20. All spring games will be 7 innings, with no new innings starting after the two hour mark. If the game is part of a double header, there will be no new innings after the 2:00 mark.
  21. Tie-Breaker System: If a game is tied after all innings have been completed, the “California” tie-breaker rule will go into effect. Each team puts the batter who is scheduled to bat last in that respective half of the inning on second base and then play out a full inning. This happens until the tie is broken and the game is complete.
  22. League Standings:  The standings in the league will be determined by first overall record; in case of a tie in the records, then standings will be decided on head to head play; if tie still exists, then it will be decided by: 1st runs allowed, then if there is still a tie by 2nd run differential.  If there is still a tie, it will be finally decided by a coin flip.
  23. Program Rule:  You’re committed to the league with all your teams or you’re not in the league at all.  This rule was added on 2004 to keep teams competitive in the MBL league by not dividing their talent between leagues as well as keeping them from forfeiting.  
  24. Competitive Rule:  For league games only: Each ball club will be allowed to play up to 3 players down one age group in order to make their team competitive.  This rule is designed to create more competitive game and keep teams from forfeiting games.
